St 1890, c 428 enabled municipal officials or directors of railroad companies in Massachusetts to petition the Superior Court to abolish or alter railroad grade crossings; a court-appointed commission then made a decision to be confirmed by the court. The expenses for the work were shared between the railroad, to pay 65%, and the state and municipality, which divided the remainder according to the ruling, with the state to pay no more than 10%.
